I was speaking to a friend of mine who is keen to make an English language learning website (on a non-commercial basis) for non-English speakers in India. Any suggestions of (a) sites that exist (b) software / learning programs / books that make it easy for learning English?

i came across this spoken english course from adult faculties council in cochin
i found it good for learning spoken english and becoming fluent
according to the institute the syllabic nature of english makes it different from indian languages in its flow and therefore the difficuly in speaking it for indians in general

I think their focus is only on Indian languages though - but may be working on English as well. These people were kind enough to show a demo after an email request. May be worthwhile to get in touch with them. TCS CEO, Mr Ramadorai's wife leads it.
NIIT may also be onto something here.
Also recall an NGO member mentioning that some illiterate people in Chittoor (AP) were taught english that they could do low-end BPO work already!

Does your friend have any specific objectives yet, such as grammar instruction, vocabulary assets, idiomatic information, technical language, cultural differences in communication, understanding regional colloquialisms, accent reduction, or...? If there's a specific angle they're interested in then that could help focus the search.
(Me, I'm in the opposite situation... I'm studying Hindi, but the available resources seem to be fewer than for other languages because so many Indians are already so skilled in English...! 8)
